It ended up just being a broken bulb. Took the entire front bumper off to change it.

 

You don’t have to pull the bumper, just the fender well.

 

One of my cars 55 watt HID ballast capacitor and mosfet pad got burned out.Replaced them and now they are working fine.
have packed the inside with silicon sealent gel to avoid water going inside and to absorb shocks.
Worried that silicon can with stand the heat generated and does not heat up and catch fire.
Can anyone advice on this and safety of silicon gel in a hid ballast
