Actually the fastest 0-60 time for the WRX STI was in C&D, and did it in 4.6s. Fastest time for the BMW M3 I've seen in a mag was 4.7s.

But the M3 does beat it in a regular street start with the clutch engaged at idle and flooring it.

So yea the STI driver can beat an M3 if he/she wants to from a redlight. That is if he/she is a skilled driver.
