Maybe it's just me, but I've gone almost 4,000 miles without splash guards (thinking I was going to get them later) and haven't noticed a significant amount of mud or water spots behind the tires.

But then again I live in Southern CA and I've been washing my car once a week or every two weeks.

I bought and had them installed(which by the way, is not a simple 5 min job) At least for me, I couldn't tell if those splash guards did much to reduce anything.
