Looks good to me! Kinda hard to tell where the OD of the tire is in the photos though.

By the numbers though, 0.12 / 0.13 is about 1/8". I think that amount is hardly noticeable. I bet you can raise the back more than that by stopping hard, setting that parking brakes, then taking your measurements! Interesting about the 1/2" RR though. I guess you never noticed it until you put calipers on it.

Springs don't settle. It's usually the rubber isolators that take a compression set. The front ones are thicker than the rear ones, so your installer is probably right.

Here are a few more: I did a quick wash to insure my lawn got some rain. The right rear is not a huge noticeable difference, but I can see it from behind.
