Some Dealers install them free of charge, while others charge for them. They don't come that way, they are a Dealer installed item.

i got mine dealer installed at a price of 100 bucks, i told them i don't want them, they said they'll throw it in. Same thing for the tint. I didn't expect the car to come tinted (I wanted to tint the car 20%). When i picked up the car it was already tinted like 35% and i told them i didn't want tint and they threw that in for free too. The car had the sticker on the window with a smaller dealer installed sticker on the side that said wheel locks $95, tint $395, and "weather protection" (basically they waxed it) or something like that for a couple hundred more bucks, but in the end i didn't have to pay for them.

Wow. 100 bucks for the wheel locks? MSRP is 49 bucks. Guess it costs about the same amount for labor to install them .
I can't remember what I paid for them a few months afterwards, but I think it was only 30 something.
