rear valance

so I want a matte black rear valance. I don't want to go through the whole process of paypal with BB. do you think any tint shop or vinyl shop can cut and do it for me? Or when I get my bumper repainted after the winter should i get it painted then?

Another alternative, if you're handy with masking and scoring, is to use plasti-dip. But again, if you're having it repainted after winter, might as well wait.
