rear valance

so I want a matte black rear valance. I don't want to go through the whole process of paypal with BB. do you think any tint shop or vinyl shop can cut and do it for me? Or when I get my bumper repainted after the winter should i get it painted then?

A tint shop can, but will very likely cost you more. If you're having the bumper repainted anyway, might as well have it done at the same time.

Another alternative, if you're handy with masking and scoring, is to use plasti-dip. But again, if you're having it repainted after winter, might as well wait.
