Honestly, unless that labor includes what your mechanic did to improvise a stable way to hold the bulbs, $500 for ballasts, bulbs and putting them on is ridiculously expensive, IMHO.

^ I'm sure it does include the stable way to hold the bulbs, but I still wouldn't suggest using a "repair" method once the tabs break. I would rather go with the used headlights on the marketplace right now for $450 shipped. The OP can sell his other ballast to recoup some losses and not have to ever worry about the "improvised" repair ever failing.

It's like trying to repair the road once it has a crack in it. Eventually, the repair has to be repaired again. The permanent fix is to repave the road again. Unless the OP is planning on getting rid of the car soon, I wouldn't repair those headlights.
