Angry Horn Blares When Connecting Battery. Help!

Hi there, I took off my steering wheel to repaint the trim but after putting it back together and reconnecting the battery, the horn won't stop. Any ideas why this would happen?

I disconnected the airbag and horn connections from the steering wheel and it still blares when reconnecting the battery. Help!

Ok, so I figured out the problem but I don't know how to fix it. The silver piece that acctuates the horn is not installed properly however I can't figure out how it is supposed to go despite looking at numerous videos.

The silver piece appears to be pushed in so it is making the horn go off.

Is the area in red supposed to be push back so far that it falls into the gap? I can't get it to do that.

Any insight would be helpful.

Good news, I took it all apart and was able to get that bottom piece to tuck back into the groove. For anyone else doing this, just make sure you put the bottom end in first before screwing down the top.
