Coolant Temp Seems High
Fans should definitely be at high speed by 214 F.
Perform the IPDM self-test and make sure your fans turn on. It's operation sequence 6 in the list of tests the IPDM will do, it will run the fans at 50% for 5 seconds then 100% for 5 seconds. This will verify the IPDM, relay, and fan motors all work properly.

I just performed this test with my car. Everything functioned as it should. The fans blew low and high, plus all the other functions.
Then it's probably working fine, possibly your scanner isn't interpreting the temperature correctly, I know on the V35 platform the fans don't even turn on until 208 F.
EDIT: This is my suggestion since your temperature gauge on the dash has always displayed a NORMAL temperature and never risen above the mid point.
DOUBLE EDIT: I bet if you are at operating temp and get on a back road and do a couple full power runs up to about 90mph and then stop the vehicle those fans are probably running on high after a minute or so.

I would say drive around for a while to warm it all up and then park it and let it idle until the fans kick on, then see what temp you're at. If may be a calibration issue with the reader that's making it read higher than the actual temp. If you have a temp gun or know somebody who does you could borrow it and take some readings on the coolant fittings to get an idea where the temp it actually at.
Check the water pump
215 is where is usually goes first normal is 203 then 209 then 215 then 219 at idle when driving goes to 239 before it jumps back down to normal then keeps going up and down I think it’s either sticky thermostats but most people start there and it does not fix it I think fan relay it’s not coming on at higher speed or water pump for sure
