The HR headers aren't bad at all, personally I'd start with just a muffler delete. Fairly common on the HR sedan and doesn't sound bad.
Test pipes will make it VERY raspy though.
After the muffler delete put the extra money into a true dual cold air intake and a tune, that's where the biggest/cheapest gains are to be made on the HR.
