Cant start new thread in Classifieds/Cars for sale

Cant start new thread in Classifieds/Cars for sale
Sent an e-mail, but looking to get this thing up and listed ASAP.
Is there some reason for it? Says I dont have permission....do I have to be a special member or something to sell my car?
Obviously I can seem to start new threads/reply anywhere else....

hmm...and after reading other threads i see people that paid their "classifieds fee" and cant post
which since i never paid a fee would explain it
