Hood latch works but hood release does not

Here's the issue. Infiniti G37x Hood latch inside the car works ok and pops the hood up about 1/2" inch. However, the hood release (front of hood underneath center) isn't releasing the two (it feels like there are two one on left, other on right side of hood) hood locks.

Any ideas?

Car battery is dead- was intending to jump start it to bring it in for a new battery- so this is a large issue that I can't release the hood lock

It's a center locking mechanism like every other car on the road, get a flashlight and start looking around to see if something else is binding it up.
