Yes, the 1/2" MD plenum spacer will fit just fine. However, as you have mentioned the engine cover may not fit. I have had my engine cover stored since day one. If you wish not to take a gamble on whether the engine cover will or will not fit, go with the 5/16" plenum spacer. The performance difference between the two is minor.

will i pass the smog test (vegas) with an 06 (6k miles) and the hks hi-flo exhaust?

Are you already required to take your car in for a smog test, in Nevada? If you have the OEM cats, I would have to believe that you should be fine.

about exhausts... will any hfc or test pipe work? im hoping theyre all standardized in size... and also, test pipes really just are.. pipes.. so does the brand really matter? im seeing prices from 100 to 350+, but all stainless steel, etc

high flow cats and test pipes have different diameters.

spend the money on some quality resonated test pipes.
