Is there a cheap exhaust I could get for an 03 sedan? I am not so concerned about the sound as long as it does not sound ricey (think civic with a 3" exhaust) or drone on as you are driving. Any good suggestions?

I've got the HKS rear section and love it! Not ricey at all. Being that price is your primary concern, the HKS is cheaper than cat back exhausts. The HKS is a very good value IMO.
