Yes it is normal... make sure to make it back into a short ram if you get a heavy rain. You do not want to suck up too much water and end up with hydrolock...

It's called a CAI because it is so far away from the engine, so there's cold air. The closer to the engine it is, the hotter the air it sucks in is gonna be.

Also I have a question about the CAI too. What about with snow? Do you take it out?

^snow i would still take it out, you never know if there still might be a puddle somewhere also the snow may clog up the filter!

I thought certain brands came with a piece to prevent that? I cant think of the name of it but I can see it on the Nismo version while its not on the AEM (but can be bought for like $50 more). It would probably defeat part of the CAI but would make it easier than lengthening, shortening, etc due to weather.

It doesn't prevent it of the filter gets fully submerged. its more of a "just incase you suck up a lil water" thing.

the nismo cai has a bypass valve included with it

it makes a hell of a difference if you hit a monstrous puddle, but if your sitting in a lake you f$$$ed either way of course

me thinks lack of oxygen and the rushing of water into your engine would not be weighing greatly on your mind. The lack of oxygen and the rushing of water into the car, on the other hand, would probably be a definite brain teaser ..... atleast for a few seconds.
