Pretty sure the lower plenum spacer is the part you are referring too. Once you remove the upper you will see the lower, from what I have read it's to keep heat soak down? Not positive on all this, don't have one ... let someone else chime in for help.

In this case no you don't need to... but why pay for it and not use it?!

you do not need it. its a aramid gasket that helps reduce heat. it helps but its not needed

This is the ISO Thermal kit.. you can save a couple of bucks and just get the spacer kit.. it the same minus the Aramid lower plenum gasket and the manual heater shut-off valve that you have to splice into your cooling system... I started out with the basic spacer kit and eventually upgraded to the Copper ISO Thermal kit, this includes the copper heater plate that goes between the TB and upper plenum intake to keep the throttle plate from icing up here in the mid-winter tundra we can get in Ohio.. no splicing required or turning off/on as the seasons change!

The basic spacer kit will suffice... it's the cheaper option of the three.

Just get the basic kit. For Cali it will work just fine and save you a little $$$
