Rather than drill holes in the front bumper of my coup, I made a bracket mount, taking advantage of the front female receiver for the tow hook.

The list of materials needed are:
1 - 6 1/2" long 16mm x 2.0 pitch allthread
4- 16mm nuts
2- lock washers
1- flat washer
1- suitable license plate bracket
Screw 2 nuts together toward one end of the allthread leaving 7/8" of thread exposed to screw into the female threads of the tow hook receiver.

Next screw a nut onto the other end, leaving 1 1/8" threads exposed.

I then coated the non-functional threads, between the nuts, with a plastic dip coating to protect against corrosion.

Put a lock washer on the double nut end and screw into the tow hook reciever and tighten. You will need to unscrew the one nut toward the outside end of the allthread and install another nut right at the same end, forming a double nut connection, so that you can use it to tighten the mount into the receiver.

After tightening, remove the end nut and screw the second nut back down to position, leaving the 1 1/8" thread exposed again. Installl a lock washer, the license plate bracket, a flat washer and the remaining nut. Tighten bracket to mount. Install license plate to bracket and done.

Still ain't real pretty, but keeps the plate away from the car's bumper, and the law off yours.

OK, maybe I got it now. Pic 2 shows the mount installled into the tow receiver and just enough of it protruding from bumper to attach bracket.

Last pic shows bracket bolted to mount.
At first I had bought an acrylic license plate cover, drilled a hole in it for the mounting threads and inverted the cover and mounted the license plate to the reverse side of the cover. The license plate bowed a little due to the nut between the plate and the acrylic. Plus I was concerned as to how the acrylic would hold up at spped. I found this aluminum license bracket at a truck mechanic shop. It came off a Peterbilt. I drilled a hole for the mount in the bracket channel and the nut fits into the channel without bowing the plate.

Still don't really care for it, Nissan could have done better on this item and Utah could quit requiring the stupid plate.

After several months of use, I am happy to report this mount works fine and does not loosen. After seeing several posts talking about an alleged dealer furnished version of this I have yet to see a pic of one that you could tell anything about. So, I thought I'd report on this again for those interested.
