Have it professionally repainted
My front bumper was just as bad. I had it repainted this week while having other body work done. It turned out great. I'd say it looks better than factory. Any good reputable shop paints hundreds of bumpers a year and they know what they're doing.
I'd say you shouldn't have to pay more than $300.
