Body kit Makers, answers needed here!

I recently opened a JDM option mag to see a nice JDM body kit made my weber sports. My question is could the same rear end be made but as an add on over a stock bumper. Im not an expert but it looks like it could work considering how low it sits. Any feedback is apprecaited.
