Attaching plate to Kuruma Z?

Anybody have any tips on attaching plates onto a Kuruma Z front bumper? I am thinking just using twisty ties and attaching it to the mesh in the middle, dunno if it will hold up though.

Any better ideas than this?

Not trying to buy one of those tow hook adapters either because in Maryland it's an automatic ~$60 fine for no front plates, can't get off with a $10 Fix It or anything, so I just have to put it on permanently.

you can make your own for under $5 from a hardware store, just get some L brackets and figure it out.
