I am out of warrenty and have read that the seat track fails quite often was wondering if that is something they will replace for free and if not how much are they

 

If there is a problem it will be repaired for free if you are still under warranty. A TSB is nothing but an internal document that service writers and techs use to help do their jobs. TSB is not a recall.

So, to answer you're questions: you will be paying out of pocket and I'm not sure of the cost.
