So I bought a set up 8000K bulbs from ebay for $16.00 a pair. A couple months after, they started going off while driving but I was able to reignite them by just turning the lights OFF and ON again. Both sides show this symptom but the right does it more often. Sometimes however, both go out and I have to wait while till I am able to reignite them.

Sounds like cheap bulbs, I don't think both of your ballasts would crap out at the same time.
WOW, that sucks, but hey only $16.00
So how do I go about get good one, a pair of Phillips?

Try to stay with one of the big brands (phillips, osram) for bulbs. Just think of it this way, are you really saving by getting $16 bulbs when you could get a ticket for driving with one or two bulbs out?
