I am in the process of cleaning up some small rust spots around the outside and inside of the rear trunk. Main problem area is the trunk lid shock mount which is right in the path of the water drainage ducts so it sees moving water all the time. It isn't crazy bad but I definitely don't want it getting worse.

Is it just a layer of the base coat with a single layer or clear or something? Having my rear bumper cover repainted soon so if it's just base coat I will just have the body shop handle it.
