Dying bulb or balast?

I've never owned a vehicle with HIDs before so I'm not very familar with their operation, but basically last night I was about to go leave and noticed that one of the lights was out, so I turned them off and turned them back on again. This time the light was back on...so I was thinking maybe it was a fluke or something, so I turned them off, then on and this time the same light was off again. A few more times of this process (yes I have read that turning them off and on is bad, but I needed them to be on since I didn't wanna get stopped on the way home for something stupid like a light being out) I was able to get it back on.

Now my question is, does this behavior sound like the light if dying (if that's even possible) or the balast might be failing? I know with other bulbs, they normally just die, end of story - but with these I don't know. Thanks!
