You run into stuff like this all the time - vendors sell products that are illegal of "for demonstration purposes only" and it's up to the buyer to determine if it's legal in their specific locale.

If and when this thing puts a dent in automated revenue enhancement (read: Cameras farming taxpayers for dollars), a law will be passed and it will be enforced. You can't fight City Hall (well, you can, but you'll lose).
