FatMat is sound deadener, it's just a deadener mat. It's a CLD (constant layer vibration damper). It's best to use it in areas where the sheet metal is thin.

Vibration dampeners and sound barriers are different things. You can still throw a little bit of the fatmat or other CLD on those areas to control vibration, but once the vibration of that panel is under control, there's going to be very little gain from putting more on that panel, since CLD are good at dampening vibration, but not at blocking sound.

Here's some visualization for you - ring a bell, and just put your finger to it. Sound stops, right? That's because that bell (panel) is the source of the noise from vibration that has been introduced to it.

Now keep your finger on the bell and hold it to your ear while somebody shouts on the other side. Not much sound blocking is there? Now, put a layer of foam between you and the shouting guy and you kinda get an idea between vibration dampeners and sound barriers.

Vinyl and foam block different types of noise, while the CLD prevents the panel itself from making noise. Put all three together, and you've got very excellent isolation.
