Swapped my cluster because the housing was broke and the gas light wasn't working

But now its weird, when the headlight is in citylight or on the VDC Off lights up. When its on auto it doest. Also the vdc button doesn't do anything. Any ideas?

 

So I drove around and vdc is off even when its not displayed and slip light doesn't turn on when I'm peeling out

 

Do 04 cluster not work in 03's?
