They're not the easiest to install, due to the fact that there are so many different types of circuits for headlights. There are also different types of flashers, depending on the wiring / switching of the headlights.
So, it really depends on how the fog lights are wired, and the one they're selling on ebay may not even work at all on your car....
Oh, and they're illegal to install in NJ. Installation alone is a violation, they dont need to catch you using them... How will they know? They see you use them in a parking lot, wait for you to leave, pay up chump...
Take the test, become a real cop if you want lights like that
