Headlight enclosures

I just bought a coupe a few weeks back and the headlights on the thing are awful. The enclosures are all fogged up/spotty. Was there a recall or TSB on these things?

maybe you got some that had been previously opened? you could try baking them and opening them up to clean them? idk

Is the fogginess/spottiness on the inside or the outside? If its "hazing" on the outside you can use something like Meguire's Plastix or some polish and a buffer to clean them up.

I have a feeling it is the inside. I tried rubbing them a bit and it seems to be in the enclosure.
