scratches on tail light

what's a good product to use to smooth out the scratches without wetsanding or damaging the plastic finish?

A buffer and polish or wetsanding are the only ways to get scratches out. You can put a coat of wax on them which should hide some of the scratches but you will need to reapply when the wax wears off.

Wet sand, diamond cut, swirl remover, works great for medium scratches and chips
