can a Corroded battery cable cause headlights to fail?

idk wtf is going on, hids went out, everything else still working. , changed bulbs, one ballast is new, swapped relay between high/fog, fixed corroded battery wire ( chopped off about an inch, used a new connector) still nothing. have a grounding kit so I was thinking of checking the headlight grounding connection, but I don't recall which one that is. I loosened and retightened the two that are on the far left and right of the bay, but I'm not sure if those are correct.
