Halo wiring where best to tap for power?

I'm doing a projector retrofit and also adding in some halo rings out of personal preference. Would it be best to tap into the existing wiring harness for these or somewhere else? Secondly I unfortunately don't own a volt meter, so I have to ask which color wire in the harness (or otherwise) should I tap for power and ground?

Do you want them on always when the car is on? Tell us your preferences.

You know I didn't even think about this. I want them to come on automatically and when manually switched on with the low beams.

What is the wattage on the angel eye you are considering putting in? This lets you know which you can tap into without burning the wires.

I haven't bought a pair yet, is there anything I should take into consideration? I did some searching and it doesn't look like the wattage is really listed for at least the kits/components I looked up.
