My OEM headlights are getting fogged up, which means I need to spend a bit of money soon on a thorough clean/polish. Alternatively, I was thinking about buying OE replacement black housing headlights. Is there any brand that is generally considered better than others? Should I just take it to a shop to have them open them up and black out the housing instead? When my gf had her headlights polished/cleaned it was like 140 for both, and it seems like a set of OE black housing headlights would only be around 300 new.

Don't buy eBay crap as it goes to bad quality super quick. Buy the blacked out ones here or remove yours and paint the covers (but not the reflectors) ASAP.
Or just leave the headlights clear so they're actually effective. If your headlights are stock and not retrofitted you'll lose a dangerous amount of usable light by making them darker.

I was only talking about the back of the headlights, not tinting the whole things, I was talking about this sort of thing:
The aftermarket covers are weird and change the light output quite a bit. All the time I spent color modding the lights was wasted because you can barely see the color through the aftermarket lenses.

The aftermarket headlights from my experience have been pretty bad and doesn't disperse light very well. I'd take them apart and paint them if you're looking for the darken look. They also seem to yellow alot faster than OEM. If you get your lights polished and wanted to get them painted, it'll probably be worth your while to get them cleared as well after polishing.
Here's a picture of mine. I changed them out to the 06+ projectors and also swapped the fresnel lens to clear ones for a sharper cutoff.
