4300k oem bulbs + h4 halogen bulbs IS NOT as bright as 8000k low bea bulbs and 8000k fog light conversion. I have compared it several times with a friend who has a coupe with the oem lighting. His hid+fogs are not as bright as mine. My fogs have a wider range both left to right and up. I will take some pics of mine tonight on my way home from class I know the perfect wall to take pictures on.
and I dont have any trouble in the rain or snow at all the only time i dont prefer my 8000k is in the fog.

If you get pulled over just say their oem, they cant prove you wrong unless they educated about hid systems, and most likely they are not.
What bulb is your clearance and sidemarker lights?
