4300k oem bulbs + h4 halogen bulbs IS NOT as bright as 8000k low bea bulbs and 8000k fog light conversion. I have compared it several times with a friend who has a coupe with the oem lighting. His hid+fogs are not as bright as mine. My fogs have a wider range both left to right and up. I will take some pics of mine tonight on my way home from class I know the perfect wall to take pictures on.
and I dont have any trouble in the rain or snow at all the only time i dont prefer my 8000k is in the fog.

In terms of useable output the 4300K + Halogen still is better.

You don't want scattered light. In rainy or foggy conditions, the scattered light hits the water particles and then sends glare back to your eyes. That's why high beams don't help in the fog, sure there's more light sent out, but your visibility is crap (learned the hard way when I was in the midwest).
I could always remove the cutoff shields in my projectors and double my light output.
HIDs don't do well in the rain. My 99 Accord with stock halogens is better in the rain then my quad projector setup (though light isn't as wide with the halogens).

I went from stock to 8000k and now back to the Philips 6000K Ultinon bulbs.
Stock are too yellow IMO, the 8000k are the coolest looking but I lost too much output with them. The Ultinon bulbs are almost completely white with a small hint of blue/purple but the light output is awesome. By far my favorites.
