Voltage on a car is constant 12V DC
The thing that varies the is amoun tof current or ampacity which is directly related to Watts. I think if you do a search on fog lights you will find the correct wattage of these bulbs is 55/60 watts, If I remember correctly
Sticking with the same watts on a bulb is safe usually unless it is a real cheap bulb that will heat up too much.

If you wanted to get real technical, voltage on a car is not 12v constant. It is variable from 11 - 14.4vDC depending on charge conditions, RPM level of alternator, etc.

You are correct as the voltage in residential is 115vac +/- 20%
Power generation is not always constant due to drains etc. But systems are designed around an median voltage.
I was talking in terms of general so a person would not go out and try and get an 11v bulb. Don't say it would not happen. There are still people thinking a tornado device increases fuel economy.
