Cigarette Lighter Fuse not working? HELP!

Question Cigarette Lighter Fuse not working? HELP!
So I've been trying to plug my bluetooth FM transmitter into my cigarette lighter fuse to charge my phone (it has a USB port) but I don't seem to get power to the device when I plug it in...
Not sure if it's due to the size of the FM transmitter or if my cigarette lighter isn't working. Help?!

This is a fuse:

If you mean socket, then the question is, is anything else working in that socket? If not is the FUSE blown?
