Because my headlights are the most minty fresh reflectors out there
Any car can have this. Has to do with the headlight polarizing light.
I can't capture mine up close like that though, only far away. Mine is also not as sharp as on other cars I've seen, but the colors are more blended...
I'm sure if you wanted to you could put some sort of oil or oil based cleaning product on there to get the effect, but not sure if it would seep into the headlight and make it foggy, then you'd always need to cleaner on the light to make it appear clear.
