How much does it cost on average to change the color of a bumper for example from OB to DG.

You have to go to a shop coz it depend on how good they are. One shop is charging me to repair a fiberglass bumper with paint for $700 and the other one for $400, but for just a plain change of color I would think it should be from 300-500 but that depend on the shop coz you get what you pay for.

/\ +1 If you are close to this shop then go there coz you don't want to do any trial N Error on this... to expensive I have a shop here in SI that is supposed to be top notch (People say the best in SI) that did my bodykit, now I'm having my TS Front Bumper done on a different shop

I had a bumper repaired and repainted at a top shop in the Philly area.
Can't tell it was repaired. Cost $700. Worth every penny.
