ken, hks is a true dual catback exhaust.
catback exhaust - meaning it includes all components after the catalytic converters.
catalytic converters is the reason why your car would pass emissions.
therefore, there is no reason for you to worry about passing emissions
note that you can replace your cats with test pipes instead for better sound, but then you car will not pass emissions

In particular 21750 and 21751 is probably what you need to read. 21750(a) is very subjective. It just depends on the officer. I'm not big on citing it mainly because i've modified the exhaust of every car i've owned. And everytime I start my Rat powered 68 Camaro, it shakes the neighborhood. I usually use the section to cite the people who have gaping holes in their muffler.

Exactly what chippie just said.
I got pulled over once and the chp told me that my exhaust was too loud. Funny thing is the car was off. I made a big deal about it being quiet which it was. He told me to turn it on and as soon as I did he said, "Too loud." It's whatever the cop says it is until you go to court.
But to be fair, I had another officer pull me over and told me he'd let my exhaust slide*. He just wanted me to put on my front plate.
*Slide? It was 50 state legal and quiet (compared to other exhausts). The greddy catback I had was only loud at WOT.

I think your safe.............
The major exhaust companys will not sell systems that are either to loud or
don't meet Ca. smog requirements. Headers are not legal
in our state unless specified. Nobody makes hi-flow cats that are legal
replacements for us in Ca. Almost makes you want to move......Not!
