I am quite curious as to what your friend was doing when he was cited for his HKS exhaust. What were the circumstances and were there any other comments/citations?
I have cops driving behind me quite frequently in downtown S.F. and have never had a problem with my exhaust. Then again, I am extra careful to stay in a higher gear and never rev my engine when the situation dictates so.
When are you getting your new exhaust set-up? Just do it!

I was actually the one that got pulled over for the modded exhaust, and i wasnt doing anything out of the ordinary, i promise you. The officer followed me home from Starbucks, yes i did notice he was following me, and after i got home he pulled me over right infront of my house. (about 5 miles) he said "do u live here, well i pulled you over because of your exhaust." he later said that it was illegal to modify your exhaust in California unless your exhaust came with some paper or certificate that says its CA smog legal. I think he was probably looking to hassle someone but when he noticed i was in a wheelchair he just decided on a fix it ticket. THats basically it, my friend owns his own shop and swapped the stock exhaust for me and i had it signed off. Then about a week later put my ehaust back on. thats my experience.
Well in that case I wonder if any exhaust comes with paperwork stating it is smog legal? I didn't know it was illegal in the first place unless it was so loud, my friend got pulled over a month ago and was sent to the state ref. but he had the loudest exhaust you have ever heard.
i think that its illegal until you reach a certain mileage in cali... cuz after a point, CA smog legal exhausts are cleaner than an old stock one.. im not too sure tho.. i hate cali laws on cars and mods

I got a ticket, but it wasnt a fix it ticket, the officer told me I would have to pay a fine and that it was illegal to mod the exhaust. I then asked him "why would the company sell me th eexhaust if they were illegal? they'd be outta of business." Im actually going to court tomorrow for a bunch of other tickets. I went to court for a exhaust ticket 2 weeks ago i got the stillen full cat back (coupe)with race pipes got an examiner to check it out he made me start my car up, rev it once to 1300rpms and thats it case got signed off and dismissed payed 20$ for the examiner. He said it wasn't loud enough and wasn't sure why i got a ticket for it.
the HKS is sound-legal in the US....hence the obnoxiously large power-robbing resonator next to each muffler. all cat-backs should also be emissions legal because they come after the catalytic converters.
I got yanked for my Invidia. But the cop was cool and gave me a "non-fixable" ticket. So basically it was a lesson saying, "If you're going to keep this exhaust, you better make sure you keep it quiet around other cops." I brought it to the teller at the court house, they asked me if I had gotten it fixed, I showed them that it was non-fixable... they said, "oh.. that's right."... paid my $70? something dollar fine.. and that was that.

Not the last time I went to the ref. with my other car, they did the exact same thing to me, turn the car on and check for decible reading at idle and again at 2300rpm the he checked if I had cats on still
