The idiot that I exchanged info with at the scene called me this morning to get my info like DL number and insurance info. All he wrote down was my name and number. What a dumba$$.

Most city polices/CHPs won't respond to the auto accident unless it involves a bodily injury.

That doesn't sound like CHP. Taking crashes is our bread and butter. Especially if one or both parties have been drinking. Must have been SFPD. Did the t/c happen on the ramp or on the city street? If happened on the ramp, SFPD may have showed up first and tried to "kiss it off" so CHP wouldn't have to respond. I've only been through there a couple of times, but isn't that the ramp right around the corner from the SF CHP office? Anyhow, if you really need a report at this point, find out whose jurisdiction it is, SFPD or CHP. Go to the office and file a 'counter report.' Those don't go to the DMV, but it will be something for your insurance co. if they have to have some sort of documentation.

Negative. Our policy says "shall" document all traffic collisions where we have jurisdiction.

That didn't happen when I had accident 5 years ago on Hwy 80 East bound. I called 911 but they wouldn't send CHP to the scene. I was instructed to just exchange the info since no bodily injury involved.

That's good to know. Thanks for the correction!

Ok, there are certain circumstances when we don't take reports. 1.) On a rain day and things have gone to SH**! We will show up to clear lanes, call tow trucks and what not. And that's only if there are no injuries, or a property damage only hit and run with no follow up. 2.) If we are extremely short handed (every day) and all available units are busy handling other calls, sometimes the dispatchers will ask the parties to exchange info. This is all up to the shift sergeant. Some days all we do is go from crash to crash to crash. We come in at the end of the day and everyone has anywhere from 3-5 crashes to write. If someone is unlicensed or uninsured, drunk, school bus involved etc., during one of those two scenarios, then we will take the report. Now, there are some wastes of space in the CHP (say it ain't so!) that when they show up to a crash tell the people to exchange info because they don't like writing reports or they aren't very good at it, regardless of what kind of day it is.

I hope you took down the license plate number and the names of the lazy, useless cops that showed up to the scene for your insurance company...

Nah, I already was too preoccupied with the other car to worry about the cops.

So here's an update. I talked to my insurance today and had a recorded conversation and had another one with the other party's insurance company also. My insurance called me back around lunch today and said after speaking with me, the other driver and the witness, they are finding that I am not responsible and will go after the other insurance company. YES!!! The other guy even admitted he was in the wrong lane and somehow still thought it wasn't his fault. My insurance lady laughed and said based on the satellite image from Google Earth, there's no way it's my fault if he was in the lane he admits to being in (the far right lane that only turns onto Harrison) - so I think it's cased closed. Plus the guy got knocked the **** out. How sweet was that?!?
