but i really wonder why do the cops give out tickets like crazy and the court will reduce the fine easily? to scare all the drivers?

I think so they can just give us a hard-time (fixed-up import car) but in the process they get people who deserves the ticket. I'm all in being green, cleaner-air. I grew-up in the Philippines, we were in the Top 10 smoggiest country in the world at some point (I don't know now though) so I do appreciate the air we have here and I hope it stays like this forever.
I deserve to get flamed on this BUT though big turbos are cool, ITBs, etc I just don't have the same respect to cars with CARB legal mods. So I feel no sorrow for them when they get-pulled.
But for the most of us, I dislike the cops handing the tickets like nothing for people who don't deserve it. Because though I know I can dismiss everything, I have to spend time to smog the car, wake-up early to get to court, and miss hours at work. Its just ridiculous.
I wish they are trained more. Forget about exhaust and intakes, most intakes available are CARB legal anyway. Go under and check the CATs, check for turbos, superchargers, check for ITBs, listen to the idle, check the RPMs if its erratic, etc. Like get trained properly and know how a car works. Stop handing exhaust and intake tickets, start knowing your ish and ticket drivers who deserves it.
