That would have nothing to do with the violation. The judge doesn't care about the officers behavior or actions. If you try to bring it up in court, the judge will cut you off. The only thing they want to hear is evidence as to why you were not speeding.
If there were any damage as a result of the officer's actions, you would need to address the officer's supervisor.
