The absolute best dim sum in the South Bay is at Hong Kong Saigon in Sunnyvale, off of Lawrence Expressway right next to 101.

All this talk of Dim Sum makes me miss Hong Kong and China (just got back last week). But for San Jose, the only place I know of is Dynasty offa Story.
