you think if only 1 cm of it is sticking out.. vice grip will work??

I spend all my free time working on my trucks and stuff of that kind, and vice grips have never failed me for broken bolts.

Home Depot and Lowes has them also Sears. You can get a set of Vise Grips with a Needle Nose Vice Grip that can most definately grab that bolt. Shouldn't cost you more than $10-20 for a set.

Just ask a friend, most people have them.
