I got a response from the supervisor of the Mile Square Park Rangers. His letter was very professional, and if anyone contacts him, PLEASE do him the same courtesy. He was nice enough to write me back, when he probably did not have to. He is explaining things as he say/heard them. Here is my letter, followed by his response:
Hello,
I attended a private BBQ at Mile Square Park on Saturday. We are a bunch of G35 enthusiasts, and this was our third event at your park. The rangers came by and told us that we could not have our hoods open because we do not have a permit for a 'car show'. This was simply a BBQ and we all have G35s. A car show involves prizes and judging etc., and this event was not a car show.
Do you have some bylaw or rule that mentions you cannot have a car hood open in your park? If so, please provide this information, as we will need it to consider whether we return to your park for another BBQ. I certainly understand the need to keep the park free of noise, distractions and any illegal behavior, but I don't understand this car hood rule. Our BBQ's have been very low key, free of burnouts, loud stereos etc. During the last event, I think there was a citation for speeding, but when you have 70-100 cars, we cannot police everyone, and that person paid the price for being stupid.
You may receive other emails, complaints etc. as there are many of our friends that are upset with the park rangers. I just want to find out what the official rules are.

I have received and read your email sent to the OCParks website. Thank you very much for letting me know your concerns. To answer your question: 1.) A large group of cars, all parked together, with all or some hoods up, and people examining the cars, would be considered a car show, even if they didn’t have judges and prizes; 2.) We (park ranger staff) spoke to the supervisor of the County Property Permits Division before your picnic, and she stated that even a few hoods up would be considered a “Car Show”, and she also further explained that there is a liability issue with a function such as yours, such as; anyone in your group or a member of the public in, or around your area, viewing your 70-100 cars, and having some freak accident, places the County of Orange in a libelous situation without a permit. I believe the lack of a permit, and the potential for liability, could have contributed to the extra park ranger scrutiny that you described in your e-mail.
Also, I understand per the rangers on duty at the time of your event that there were some young females, or perhaps models that were posing on the cars and being photographed. One of the young females was also heard to say by the park rangers, “I should have brought my fliers to distribute here.” Again, taking photographs of this nature, and/or distributing fliers (if this was done) would constitute an activity that would require obtaining a permit. If you decide to have another function such as you did on Saturday 10-20-07, you must obtain a COUNTY PROPERTY PERMIT, which requires a small amount of paperwork and a small processing fee. A Permit should be obtained in advance (1 month before gathering) of any activity in which multiple cars would be displayed for club/public viewing and persons posing and photographing displays of cars and/or people.
Mr. Jones, park staff is looking into any communication break-down between the organizer and County Property Permits Division. I apologize for any inconvenience or misunderstanding. If you have any further concerns or questions please do not hesitate to call me.

That's nice of him...Funny when you call the county they tell you otherwise...That's fine. The next I call the county I will have the Park on a 3 way conference. So, that there is no break down in communication. Looks like that's the permit you get for the pictures. He didn't state any permits for the event it self. I just emailed the permit department...I looked online and can't find the ORANGE COUNTY PROPERTY permit. I will see what the county has to say...Thanks Jeff...Let me get to the bottom of this.
If you guys go to OCpermits.com you guys can see that there's an EVENT permit...I asked about that but they told me that if there is NO vendors, caters or jumpers...Then you don't need it...There were sponsors but they are not selling anything they are giving out free items. So, they told me that it didn't meet the guidelines...But I will see what they say on Monday when he answer. This is so frustrating...If that guy comes back and tells me otherwise...Oh man...I'm going to rip them a new hole...haha...I don't like to get the run around...They need to get with the program. Just fcking tell me what I need to do and I'll do it...Sheesh...

I love ribs so I ate there... they had every kind of ribs you could imagine - including "Korean BBQ Ribs"!!! They looked pretty much like yours... So I had to do the taste test... had to know if all are as good as yours...
I must say - they were pretty good... but no BS, not even close to yours! Not even in the same league! Seriously! And that hotel prides itself on the quality of food at all its restaurants.

1) Will the rangers leave us alone...Probably not...
2) why didn't they bother us before?
3) If they actually read the permits and the instructions they can see our event doesn't fall into anything that is stated...
This is not a company event. There's no company...Where on the permit does it state anything about models or pictures?
There's an other section. ok...So, the models who was someone's GF needs to get an insurance policy to take pictures...Hmmm...That's seems kinda stupid don't you think? Well what ever. I'll see what the guy says at the permit department...
