Lol low end Mexican shops ? What do I do just call more tire shops and ask if Mexicans work there ? Lol
anybody willing to make a $100 if I ship my wheels to someone that's trust worthy and install my tires and ship them back.. Of course I'll pay shipping both ways

This seems like the only option since shops in Pittsburgh pa don't know how to install these tires

 

Just find a place that has an air bead seater aka cheetah. Tell them you'll sign a waiver if needed and blast the damn tire on. If you find a shop that does truck tires, they'll definitely have a cheetah.
