nj used to have the same inspection. its a safety inspection. some state facilities wont pass you if youre wheels stick out past the fender also. luckily they did away with the nj saftey inspections beginning this year. now we only have emissions

This is the point of inspection in some states--- to ensure that cars are safe, which is why they check your brakes, tires, suspension and steering, etc.
No matter how sweet they look, stretched tires would not pass PA inspection likely-- extremely dangerous mod.
