from my understanding, cali is the most strict on emissions. i know jersey did away with the state safety inspection b/c it was costing them too much money. if i recall it was something near 12 million a year and with only a 6% failure/rejection rate. its a win/win for the state. they save money by not having a mandatory safety inspection and now they will be able to issue many more tickets for repairs and such that would normally be pointed out to drivers during inspection.
